What America
still needs to build.

This is the other ledger. What's Being Built tallies the projects underway; this section tallies the needs that have no project yet — the choked interchanges, the missing homes, the rural hospitals that closed, the neighborhoods with no grocery store, the water plants past their design life, the dams already rated poor. Every figure comes from the dataset that documents it, printed with its year and labeled for what it is: counted, modeled, or assessed. Where a number isn't published, we say so — we never guess.

The Needs Ledger

Pick a need.
See where it bites.

We're building this state by state. North Carolina was the proof batch; South Carolina, Virginia, Georgia and Tennessee joined it on Oct 25, 2026, and Florida, Alabama, Mississippi, Kentucky and West Virginia on Oct 26, 2026, joined the same day by Texas, Oklahoma, Arkansas, Louisiana and Missouri. Ohio, Indiana, Illinois, Michigan and Wisconsin joined the same day. Minnesota, Iowa, Kansas, Nebraska, South Dakota and North Dakota joined the same day. Pennsylvania, New York, New Jersey, Delaware and Maryland joined the same day. Maine, Vermont, New Hampshire, Massachusetts, Rhode Island and Connecticut joined the same day. Colorado, Utah, Wyoming, Montana, Idaho and Nevada joined the same day. California, Oregon, Washington, Arizona, New Mexico, Alaska and Hawaii joined the same day — all fifty states are now live. The District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa and the Northern Mariana Islands joined the same day — every state, the district and all five territories are now live. Choose a category and the map shades each covered state by how severe that need is there. Hover a state for its key numbers. Every place on the map is now covered.

About this map: a tile map — every state gets one equal tile, so small states stay readable and hoverable. It's a schematic, not a geographic map. About the shading: severity is an index with a published basis (shown under the map for each category). Each live state's shade is an editorial band derived from its cited measures, with the basis printed under the map for the state you're viewing; as coverage grows the bands become percentile ranks among covered states. The basis is never hidden.

How to read these numbers

Counted — an enumeration or inspection record: bridges rated poor in the National Bridge Inventory, hospitals on the Sheps Center closure list, dams assessed in the National Inventory of Dams. Counts carry their year; inspections age.

Modeled — a study's projection or risk model: homes-needed forecasts, hospital closure-risk scores, congestion hours from probe-vehicle data. Printed with the modeler's name, never dressed up as a count.

Assessed — a structured survey of required investment, like the EPA's water needs surveys. These are needs as documented by systems and states — real, but they are asks, not measurements of decay, and the label says so.

Disagreements stay visible. Where two official counts conflict — North Carolina's broadband gap is the proof case — both are printed with their methods named. The disagreement is information.

The companion ledger

Needs are only half the story. What's Being Built tracks the funded projects actually underway — and as coverage grows, each need here will link to the projects answering it there, and each closed need will stay on this page with the year it was answered.
