Tampa Bay marine barrier ring
Tampa Bay, FL · $165B (proposal)

TPA-14 · Tampa Bay Marine Barrier Ring

A segmented concrete ring encircling the mouth of Tampa Bay, from Egmont Key to the mainland, with massive kinetic gates that stay open for shipping but swing shut to form an unbroken circular shield when Gulf surges approach.

Pros
  • The ring geometry distributes surge forces evenly — structurally elegant compared to a straight wall.
  • Kinetic gates preserve the working port of Tampa during the 99% of days without storms.
  • GPS-guided marine concrete placement is proven tech from offshore wind foundations.
Cons
  • Aligning concrete segments to millimeter precision across miles of open ocean is extraordinarily demanding.
  • Tampa Bay's wide mouth means a very long ring — more structure, more failure points, more maintenance.
  • A closed ring during a major hurricane traps rainfall inside the bay with nowhere to drain.
Feasibility: Ambitious but not absurd. Circular and arc barriers have better structural behavior than straight walls, and the components are all proven. The trapped-rainfall problem is the real design flaw — any ring barrier needs a pumping plan, and this proposal doesn't have one. Fix that and it's buildable.
Aerial mock-up: A perfect segmented concrete ring at the bay entrance, broken by massive kinetic gates that stand open for vessels but swing shut into an impenetrable shield.
