Delaware
is building.

A $669 million container terminal breaking ground at Edgemoor, the two largest school builds in state history — a ≈$249 million Sussex Tech campus and a $239.5 million Middletown campus — a $78.6 million hybrid ferry on order, and a $34 million cashless-tolling rebuild at the Delaware Memorial Bridge headline Delaware's public pipeline.

*How to read the total: the sum of the published figures in the list below. Bases differ by project — most are total cost estimates, some are federal grants, program totals, or construction contracts as awarded. Each project's expanded view labels its own basis. We add them up with the labels showing rather than pretend they're all the same kind of number.

Coverage note — read this before quoting the tally

16 major public projects are listed. The listed figures sum to ≈$2.1B. These are the published, funded majors over the $10M floor that could be verified for Delaware — a majors list, not a census of every city, county and school-district job in the state. Smaller funded work is acknowledged, not itemised: district renovation programmes such as Red Clay's $192M-plus multi-year programme across 29 schools and Colonial's six-school renovation package are rolling multi-site programmes, not discrete builds, and Smyrna's new Sunnyside Intermediate School (bid in June 2025) has no published total project cost in the sources reviewed — only its $8.8M FY2025 funding slice — so none of them is itemised here. One record dominates the tally honestly: the $669M Delaware Container Terminal at Edgemoor, a state-partnered build whose total includes $225M of private operator money, disclosed on its record.

How the bi-state and programme figures are counted: the Delaware Memorial Bridge is listed ONCE, on this Delaware page, at the priced current programme — the $34M All Electronic Tolling build in the Delaware River and Bay Authority's adopted 2026 Capital Improvement Program — not at the Authority's whole $161.8M 2026 CIP or its five-year plan. The CIP's other priced Delaware Memorial Bridge pieces (span painting $33.4M over five years, I-295 Bridge 1 widening $22.2M, worker fall protection $12.6M) are disclosed on that record, not summed; New Jersey's page carries only a pointer. The $89M Ship Collision Protection System is listed separately as its own record (de-016): it reached substantial completion in late 2025, was formally celebrated in August 2026, and is carried as a completed record under the owner's October 2026 completion ruling. The Cape May–Lewes Ferry's new vessel is listed at its $78.6M construction contract (awarded November 2025), not the $71M programme estimate the DRBA carried before the bid. The Appoquinimink Summit Campus is tallied at its Certificate of Necessity total ($239,466,991); its sister Green Giant Elementary, funded in the same referendum package (combined ≈$289.8M), is disclosed on the record, not double-listed. The Legislative Hall record is the garage only — the $23M contracted piece of a wider ≈$122M Legislative Hall programme whose ≈$100M east-side addition is disclosed on the record, not summed.

News-flagged sources: several rows rest on news or trade-press reporting of official figures, flagged in the data — the Edgemoor groundbreaking and funding split (Baird Maritime / Delaware Online, from Diamond State Port Corporation and Enstructure figures), the Dover AFB blood laboratory (Construction Equipment Guide, from Delaware Business Times and delegation figures), the Georgetown town buildings (Delaware Online, from town planning documents) and the ferry contract (Marine Log, from DRBA figures). Each record names the underlying official source. The softest records on the page are the John G. Leach School and the State Police Troop 4 Complex: both are printed at their published state allocations ($37.5M and $26M, basis committed-funding) because no total project cost is published in the sources reviewed — the records say so plainly rather than borrowing a larger number.

Listed by ruling: DelDOT's I-95 / SR 896 interchange reconstruction in Newark (de-015, $224M budget) was held out in this page's first pass under the strict completion standard — its final ramp opened July 29, 2026, but the contractor described the project as completing 'this fall' and finishing work was still being scheduled in late October 2026 — and is now listed as under construction under the owner's October 26, 2026 ruling, with that status printed on its record. Completed in a prior year, however large: the Sussex County Family Court in Georgetown (opened November 2025; the courthouse pair was priced at about $142M each), the I-95 Restore the Corridor rebuild in Wilmington ($200M, completed 2022) and the Claymont Regional Transportation Center (opened 2023). Excluded as private by rule, however large: all ChristianaCare, Bayhealth, Beebe and TidalHealth builds — including ChristianaCare's proposed $123.2M pair of downstate microhospital campuses (private, and still unapproved in October 2026) — the University of Delaware's $71.5M donor-funded Siegfried Hall, and private data centres, including the proposed ≈1.2 GW Project Washington campus near Delaware City. Excluded as unfunded proposals: Delaware State University's $90M convocation centre (a 2027–30 phase) and its $28.5M stadium-renovation request, Cape Henlopen's $47M high-school addition (state share not funded in the FY2026 budget), the Cape Henlopen natatorium ($40.6M in its certificate of necessity, 100% local, not verified as funded or building), the US 113 North Millsboro Bypass (an ≈$839M plan with no funded construction), Dover AFB's proposed $42M 512th operations facility (a 2025 congressionally directed spending request; only planning-and-design items were sought alongside it), and the DRBA's proposed second ferry vessel (a $30M federal award toward it was announced in 2026; no construction contract). No priced Chesapeake & Delaware Canal bridge project above the floor was verified in this cycle. No verified termination was found among Delaware's majors, and no project was verified as suspended — the page lists no suspended record rather than manufacturing one.
