A $1.6 billion replacement for the turnpikes' Delaware River Bridge in design, a $1.3 billion Mon–Fayette Expressway rising through the Mon Valley, a $700 million rebuild of Beaver Stadium, and Philadelphia capping I-95 with an 11.5-acre park at Penn's Landing headline Pennsylvania's public pipeline.

*How to read the total: the sum of the published figures in the list below. Bases differ by project — most are total cost estimates, some are federal grants, program totals, or construction contracts as awarded. Each project's expanded view labels its own basis. We add them up with the labels showing rather than pretend they're all the same kind of number.

17 major public projects are listed. The listed figures sum to ≈$8.7B — and the head of the list is two river crossings and an expressway: the Delaware River Bridge replacement at ≈$1.6B (design stage), the Mon–Fayette Expressway's southern portion at ≈$1.3B, and the DRPA's five-year capital programme at $804.9M. Both Delaware River records are BI-STATE totals listed once, on this Pennsylvania page, per the Batch assignment: the DRPA programme covers four bridges and PATCO shared with New Jersey, and the turnpike bridge is a joint Pennsylvania–New Jersey project funded by a $600M federal grant with the balance split between the two turnpikes. Neither total has been halved; New Jersey's page will carry only pointers to these records. This is a majors list, not a census — PennDOT alone advances dozens of funded projects over $10M in a construction season, and they are not all itemised here.

How programmes are counted: only priced, funded pieces are tallied, and programme totals are disclosed on the records, never summed in. PhilaPort is tallied at the Commonwealth's $371.5M committed share of its $837M announced expansion; SEPTA's Trolley Modernization at its $714.2M awarded vehicle contract (the station and facility works are additional and unpriced in the sources reviewed); the I-83 Capital Beltway at its first priced contract of $154.6M against a $647M 12-Year Program figure; the I-81 Susquehanna Bridges at their own published $529.9M inside PennDOT's six-bridge Major Bridges Package 1; and the Mon–Fayette Expressway at the $1.3B estimate for its funded southern portion only. The 30th Street Station record discloses its P3 structure on its face: the building is Amtrak's, and its master developer finances and maintains the work under a 50-year agreement.

News-flagged sources: three records rest partly on news or trade-press reporting of official figures, flagged in the data — the Delaware River Bridge design and $1.6B estimate (Philadelphia Inquirer), the PhilaPort expansion package (FreightWaves and trade press, from the Governor's October 13, 2026 announcement), and SEPTA's trolley vehicle contract (Mass Transit Magazine, from SEPTA's award). The softest records on the page are the Chinatown Stitch (a $158.9M federal grant for design and phase-1 works — no total project cost is published, and the award should be re-verified before print given 2025 federal grant rescission pressure) and Pitt BioForge (a $255M total from the university, with construction reported to finish in fall 2026 and occupancy phased to 2028). No project is listed as suspended: no funded Pennsylvania major meeting the suspended test was verified in this cycle.

Deliberately excluded: projects completed in a prior year, however large — Pittsburgh International Airport's new terminal ($1.7B, opened November 2025) and the completed first phase of the I-80/I-99 junction programme ($52M local-access interchange, 2020–2022). A VERIFIED TERMINATION, excluded and never called suspended: SEPTA's King of Prussia Rail extension ($3.02B at its final estimate) — SEPTA ended all development work in March 2023 after the FTA declined to recommend federal New Starts funding, and its unexecuted $125M final-design contract was cancelled. Excluded as unfunded: the Mon–Fayette Expressway's northern portion to I-376 (about $3.6B, no funding identified) and Philadelphia's Roosevelt Boulevard subway (no funded project). Excluded as private by rule, however large: UPMC and other private health-system builds, Carnegie Mellon University, the University of Pennsylvania and other private universities, and private data centres and energy projects. The Hudson/Gateway programme belongs to New Jersey's page and the Delaware Memorial Bridge to Delaware's, by assignment; neither is listed here.
