Virginia
is building.

Virginia is spending its way through the biggest construction wave in its history — a $3.9 billion tunnel under Hampton Roads harbor, a $3.9 billion rebuild of the I-81 freight spine, a new rail bridge into Washington, and a port, shipyard and sewer build-out from Norfolk to Richmond.

*How to read the total: the sum of the published figures in the list below. Bases differ by project — most are total cost estimates, some are federal grants, program totals, or construction contracts as awarded. Each project's expanded view labels its own basis. We add them up with the labels showing rather than pretend they're all the same kind of number.

Coverage note — read this before quoting the tally

16 projects, $755M–$3.9B range for the ten largest; all public owners (VDOT, VPRA, HRSD, Port of Virginia, MWAA, City of Richmond, U.S. Navy, Chesapeake Bay Bridge-Tunnel District, VRE, UVA Health). This is a MAJORS list, not an exhaustive inventory — Virginia's project volume is enormous and dozens of funded VDOT, university and municipal projects over $10M are not itemized.

This is a majors list, and it says so. Virginia's project volume is enormous. The $10M floor was NOT raised — but dozens of funded VDOT, SMART SCALE, university and municipal projects between $10M and $120M (Alexandria's $97.7M King/Commonwealth bridge replacements among them) are acknowledged here rather than itemized, so the count of 16 is a majors count, not the state's true over-$10M count, which is far higher. Two verified mid-size projects are named as representatives of that volume: the Hampton Roads Express Lanes Segment 4C ($313.9M design-build contract) and the King/Commonwealth bridges ($97.7M).

Known gaps: Dulles transformation program beyond Concourse E: MWAA's board approved roughly $15.5B in additional capital funding in August 2026 (about $19.9B total program incl. existing funding; packages A/T/B/C/D running into the late 2030s) — excluded here except for Concourse E because project-level costs, appropriations and schedules for the later packages were reported only in news coverage and would double-count Concourse E. WMATA six-year Capital Improvement Program (FY2025–FY2030, $11.1B program total) excluded: it is a tri-jurisdictional DC/MD/VA program, not a Virginia-sited project; Virginia's jurisdictional contribution is a funding share, not a project cost. Port of Virginia Gateway Investment Program ($1.4B) is represented only by its still-active $650M NIT North Berth element to avoid double-counting. King Street & Commonwealth Avenue railroad bridge replacements, Alexandria ($97.7M, VPRA) and the Hampton Roads Express Lanes segments (e.g. Segment 4C, $313.9M design-build contract) are verified but not itemized, to keep the list to majors. University capital programs at Virginia Tech, VCU/VCU Health and other public universities are represented by one UVA Health project only.

Deliberately excluded: Transform 66 Outside the Beltway ($3.7B — completed in a prior year); 95 Express Lanes Fredericksburg Extension ($670M — opened 2023); UVA University Hospital Expansion (~$400M — completed 2019–2020); and purely private projects of any size, which are out of scope by rule.

Figure discipline: the I-81 program is still widely described — including by VDOT — as 'the $3 billion CIP'; the December 2025 progress report to the General Assembly puts the total estimated cost at $3.9B, and that is the figure used, with the origin noted in the record. Long Bridge is universally headlined '$2.3 billion'; VPRA's own capital table sums to $2.279B, which is used. Dulles Concourse E's ~$900M is an MWAA spokesperson's estimate reported by Virginia Business (flagged news-flagged in the data); the airport's ~$19.9B transformation program is disclosed above rather than published as a project, because its later packages have no project-level appropriations on a citable record and listing it would double-count Concourse E.
